Brownish color stains or even rust is developing on both wheels of my two year old car?

The car has 17,500 miles on it and yet it could have been damaged by rust. A few months ago, I took it to the dealership and had rust on the bottom part of the engine painted over. Now rust is probably on the wheels. Should trade it in for newer model or have the entire wheel component or whatever replaced by the dealership free of charge. I am thinking that the dealership sold me a defective product that already had rust issues. This car was brand new when I bought it in 1997. It’s a corolla SE Sedan. I read somewhere that cars made in Japan have a tendency to rust faster. I suspect that is what is happening to my car.
btw, I was told that the atmosphere in Japan (this car was actually in Japan) has a lot of salt which of course could eat away at metal. Also, the towing metal part underneath is covered in rust. I live in the deep south where there isn’t much moisture or salt on the roads.
I also wash the car once a month or once every two months.
the car was purchased in 2007, not 1997

“I read somewhere that cars made in Japan have a tendency to rust faster. ”

That’s the funniest BS I’ve read today.

Whether the car is made in Japan, Mexico, Canada, or anywhere else, it’s all still the same types of metal. Iron is iron. Aluminum is aluminum.

It’s not like they use some special alloy that makes it more prone to rust.

More than likely, you’re in an area that has a lot of salt on the ground, somewhere up north, and you don’t rinse your car often enough.

Also, mileage has nothing to do with rust. Sitting around a whole lot, in a moist area causes rust.

The car isn’t faulty, you’re just not taking care of it.

Have it replace, free of charge. Once the problem has been brought to the dealers attention, this is telling the manaufacture that with your car, this is becoaming and issue. Protect yourself at all cost, especially whe it is free!!!
